GeM Vendor Assessment

Vendor Assessment is an important step for vendor validation on the GeM portal, ensuring product quality, and authenticity, and evaluating a vendor's manufacturing, material, and environmental practices. It establishes the overall reliability of a supplier on the GeM portal, ensuring a transparent and trustworthy procurement ecosystem. The sellers participating in tenders with Q1 & Q2 category product requirements must complete the assessment of their company profile and processes.

Currently, Vendor Assessment on GeM Portal is done online by the Quality Council of India (RYTES) and the fee as published must be paid directly to RYTES India. Once the application is completed for Vendor Assessment, GeM portal redirects the user to RYTES portal to make the payment. The seller will be contacted by RYTES for further steps. Vendor Assessment shall be completed by RYTES within 15 days of payment of fee and a draft Vendor Assessment Report made available to the Seller. The validity of GeM Vendor Assessment is 3 years and the sellers need to get the assessment again. 

Criteria for GeM Vendor Assessment

  •  OEM (Original Equipment Manufacturers) -- Manufacturing, Assembling or 3rd Party Manufacturers (Branded or Unbranded) can apply for Vendor Assessment
  • Brand Owners but not Manufacturing OEM’s -- Brand Owners with Manufacturing outsourced to 3rd Party, can also apply for Vendor Assessment by providing agreement and manufacturing details for the Outsourced partner to rytes.
  • Products manufactured outside India -- Products manufactured outside India and sold by an Indian entity, then the seller needs to apply for Deemed OEM on the GeM portal.

Desktop Assessment

Information and documents are submitted by the vendor and validated by Rytes team. If any discrepancy is found then non-compliance (NC) would be raised and the seller needs to clarify it.

The Vendor Assessment for OEMs is based on three broad parameters:

  • Vendor Profile (Physical presence)
  • Financial Profile
  • Production Capability


Information required for Desktop Assessment is below:


  • Basic InformationVendor Profile details, Address details
  • Ownership detailsBeneficial ownership, Shareholders, MCA Info
  • Product detailsCategory, Production capacity, Test Reports
  • Details of FirmManufacturing details, QA, Process flows, Supplier Info

Video Assessment

Video Assessment is conducted by an expert from Rytes remotely using the mobile based application ‘GeM Video Assessment App’ through video calling and it is available on the App store. The expert will validate the entire information submitted by the vendor through documents in Desktop Assessment. The video assessment process is geo-tagged.

The details submitted in Desktop Assessment should match during the video assessment. The seller should be able to explain the manufacturing process, Quality assurance process and other details properly to pass the video assessment
